For rarity-based formats, what's the ruling on cards like Rule of Law that have been both rare and uncommon? Anyway my vote is for casting cost right now.

OneCC's been done, and there aren't that many competitive options. I REALLY don't want to see that format broken.
Remember that we are not deciding the full format here, only the stipulation of rarity vs. cc, so even if you think that something is old and boring, you've yet to realize how crazy this event is going to be.

This is a really heated conversation! I love it!
I'll throw in another pitch for casting cost, since it's SO CLOSE right now. kdog (Kevin) is right in that it won't necessarily be OneCC (there will be another round of voting). Even OneCC would be greatly different, though, since we will abandon our previous restrictions. It's been, like, 2 or 3 years since we last ran OneCC; a lot of new cards are out there!
Honestly, it'd be cool if we could do a hybrid of both events. For example, what if each person has to build 2 decks. One deck is a peasant deck-- a deck containing only commons, and the second deck would be restricted by CC. When you'd go to play someone, you'd roll a die. 1-3 would be your peasant deck, and 4-6 would be your OneCC deck. That way, we have best of both worlds, and each person would have to build a peasant deck and a OneCC deck that would have to be able to compete against each other. VOTE YES!

Good question!
First: There is no banned/restricted list, other than the current Legacy restrictions. This is the banned list we will use.
Second: No proxies. I think we'll have more interesting decks without them.
